Calls the Tapfiliate API with the connection's credentials.
Approve a commission so it becomes payable. Tapfiliate takes no body for this, so the node reports the id it approved.

- The API key that can approve a commission can also read every affiliate on the account — Tapfiliate's own guidance is to keep it off any front end.
